The Ability chosen for this build is Regenerator. This lets Ho-Oh recover 1/3 of its max HP every time it's switched out.
The item chosen for this build is an Assault Vest. This improves on Ho-Oh's amazing base 154 Sp. Def, making it ridiculously specially defensive.

Sacred Fire is Ho-Oh's signature move and its best Fire-type STAB attack. It also has a 50% chance to burn the target and thaws out Ho-Oh if it's frozen, plus the only downside is that it has 95% accuracy.
Brave Bird is its best Flying-type STAB move, but Ho-Oh takes recoil damage every time it's used. Thankfully it can easily heal off the damage by switching out thanks to Regenerator.
Earthquake is its main coverage move to help Ho-Oh deal with Rock and Electric-types that it is weak to, especially Rock since it resists both of its STAB moves.
Tera Blast becomes a Grass-type move once Ho-Oh Terastallizes. This provides both good offensive coverage and a way to deal with Water-types that it is weak to.

Grass is the best Tera Type for this build because it removes Ho-Oh's weaknesses and makes Water and Electric into resists while also making Tera Blast a great coverage move.
Best Grass (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Ho-Oh's HP and Attack to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to further increase its special bulk.
An Adamant nature is preferred to maximize Ho-Oh's damage output.
Dual Wingbeat | Does less damage than Brave Bird, but it does no recoil damage and gives a way for Ho-Oh to deal with items and abilities like Focus Sash and Multiscale. |

The item chosen for this build are Heavy-Duty Boots. This prevents Ho-Oh from losing half of its max HP from Stealth Rocks every time it switches in.

Steel is the best Tera Type for this build because it is the best defensive type in the game, and Ho-Oh normally is immune or resists Steel's three weaknesses.
Best Steel (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Ho-Oh's HP and Defense to make it as physically bulky as possible. The extra 4 EVs are put into its Sp. Def to further increase its special bulk.
An Impish nature is preferred to maximize Ho-Oh's Defense stat.

While Ho-Oh can act as a great attacker for the team, its ability Regenerator, naturally high Sp. Def stat and a solid amount of natural resistances make it an amazing defensive pivot.
Use Ho-Oh to pivot around to get good matchups for your Pokemon and deal good damage with their STAB moves in the process. This will slowly whittle down your opponent's health leading into an easier end game for you to close out.
Ho-Oh appreciates teammates who can come in and out to tank hits for each other so that it can maximize the healing it can get from Regenerator.

These three Pokemon create a solid defensive core that can switch in and out to tank hits for each other.
Koraidon acts as a solid offensive lead that can punish more passive leads with Bulk Up, Swords Dance, or Scale Shot Speed boosts. It can also set up the Sun with Orichalcum Pulse to reduce the damage of Water-type attacks for Ho-Oh.
Ho-Oh is the main defensive pivot for this team to mainly tank Fairy attacks for Koraidon and Ground plus Fire attacks for Gholdengo. Its great bulk also allows it to tank other super-effective hits targeted at its allies even if they'll be neutral hits instead of resisted.
Gholdengo is the final Pokemon used because of the many natural resistances and immunities that it has, allowing it to be a safe pivot for cases where the opponent is trying to predict a switch to a different Pokemon or if you'll Terastallize to change your typing.
