Best Water Type Pokemon for Ranked Battle
A full 252 EVs are put into its Attack and Speed to allow Basculegion to hit as hard and fast as possible. The extra 4 EVs are placed into its Defense to help round out its bulk.
An Adamant nature is used to further increase Basculegion's damage output.

Water is the best Tera Type for this build because Basculegion (Male) can shed its weaknesses from its Ghost typing while boosting the power of its Water-type Moves.
Alternatively, it could use a Stellar Tera to boost the damage of whatever move it chooses to use. Just make sure not to accidentaly waste the Water boost it gets on Flip Turn and save it for Wave Crash instead.
Best Water Type Pokemon for Ranked Battle
An Adamant nature and full Attack and Speed EV investment is necessary so that Basculegion (Male) can hit hard and as fast as possible, with the remaining 4 EVs in Defense to round off its bulk.

Basculegion (Male) is best utilized in Singles after all of the Pokemon that can wall it have been KOd. Late into a game, it can use boosted Last Respects to clear out low HP Pokemon and win you the game.
Because Basculegion (Male) has a mediocre Speed stat, it appreciates the Speed boost brought about by its Swift Swim in Rain. Rain can also boost the damage output of its Water-type Attacks.
Have a team that can deal with Basculegion (Male)'s checks. These include bulky Dark-types and faster Ghost-types.

Single-Strike Urshifu can lead off matches and immediately apply offensive pressure with STAB Wicked Blows or by setting up free Swords Dances.
Hearthflame Ogerpon can also come in to deal with Basculegion's difficult matchups by applying immense pressure with its Ivy Cudgel, which can be further boosted by an Attack boost from Embody Aspect when it Terastallizes.
The offensive pressure from these to Pokemon will clear the way for a late game Basculegion to come in and easily sweep.

Though this team has many shared weaknesses, its main strength is hyper-offense, which aims to take out as many of the opponent's Pokemon as possible, before they can take out yours.
Politoed boosts the offensive power of both Basculegion and Wellspring Ogerpon's Water-type Attacks by setting up Rain with its ability Drizzle. Gholdengo also benefits from this because Fire-type attacks that it's normally weak to are weakened under the Rain.
