The combination of Snow Cloak and Bright Powder make Articuno incredibly difficult to hit in the Snow because of the amount of extra evasion it gets from both its ability and held item.

Blizzard and Freeze-Dry are its Ice-type STAB moves that, when combined, provide amazing offensive coverage thanks to Freeze-Dry hitting Water-types for super-effective damage. Blizzard also has the bonus of never missing while it is Snowing.
Roost lets Articuno recover half of its max HP, making it even more difficult to knockout, and it also removes its Flying-type and Electric weakness while it's not Terastallized.
Tailwind is a good utility move for its teammates by doubling the Speed stats of Pokemon on Articuno's side of the field.

Water is the best Tera Type for this build because it removes Articuno's weaknesses while also being one of the best defensive types in the game.
Also, Articuno's regular typing resists Water's Grass weakness and Electric after it removes its Flying-typing with Roost.
Best Water (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Articuno's HP and Defense to make it as physically bulky as possible. The extra 4 EVs are put into its Sp. Atk to slightly boost its damage output.
A Bold nature is preferred to minimize the damage Articuno takes from physical attacks.
Protect | A staple move in Doubles Battles that prevents Articuno from being targeted by an attack and stalling out a turn. |

Tera Blast | Becomes a Water-type move that counters Rock and Fire-types that threaten Articuno. |
To best utilize Articuno's moveset, it needs an ally that can set up Snow with Snowscape or Snow Warning. Without Snow, Articuno cannot utilize its Snow Cloak ability, Blizzard will only have 70% accuracy, and it doesn't get a 50% Defense boost.
Make sure to preserve these allies to better support Articuno, otherwise it is at risk of taking too much unnecessary damage and getting knocked out.
Articuno wants an ally that can set up Snow and other attackers since it doesn't have any offensive investment.

Alolan Ninetales is a necessary ally for Articuno because of Snow Warning and Aurora Veil making it impossible for physical attackers to knock out. Once that's been set up, Articuno can easily sit in battle and spam Blizzard until it needs to heal itself with Roost.
Wellspring Ogerpon is also a great ally for Alolan Ninetales and Articuno because it can deal with their Rock and Fire weaknesses while also providing great support with Follow Me.
Finally, Iron Hands is generally a wonderful addition to any team thanks to its amazing bulk and Fake Out support. It also can deal with Steel-types that threaten Alolan Ninetales and Articuno.
