Latios' only ability is Levitate. This makes it immune to any Ground-type moves that the opponent may use.
The item chosen for this build is a Soul Dew. While held by Latios, this will boost the damage of Psyshock to a 96 BP move.
Alternatively, it could use a Choice Specs or Choice Scarf instead if you wish to deal more damage or outspeed other fast Pokemon respectively.

Psyshock is its best Psychic-type STAB move since it targets the opponent's Defense instead of their Sp. Def.
Ice Beam and Thunderbolt create a strong combination of coverage moves. When combined with Psyshock, only the Magnezone line can resist those three moves.
Flip Turn is used to get Latios out of any potentially bad matchups, while also doing decent chip damage in the process.

Stellar is the best Tera Type for this build because it will boost the damage of whatever move Latios uses once in battle.
Even though it is a Stellar Type, it will still keep the defensive properties of its Dragon/Psychic typing.
Stellar Tera Type Match-Ups Explained
A full 252 EVs are placed in Latios' Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Defense to help round out its bulk.
A Timid nature is preferred to help Latios outspeed as many Pokemon as possible.

Scarlet and Violet, along with its DLCs, added a bunch of new fast Pokemon to the game that can potentially outspeed Latios. Make sure to knock your opponent's faster Pokemon first so that Latios can come in and have a safer time in battle.
Latios is best used on more offensive teams that are looking to get quick knockouts before the opponent can use its moves.

Urshifu acts as a great lead that can deal with Ghost and Dark-types that its allies are weak to. It can also use Swords Dance to boost its attack and punish more passive leads.
Latios can then come in and do damage with its wide spread of coverage moves. It also pairs well with Gholdengo since they both cover for each other's weaknesses.
