The Ability chosen for this build is Effect Spore. This lets Vileplume punish physical attackers by having a 30% chance to poison, paralyze, or put them to sleep whenever they hit it with a contact move.
The item chosen for this build is Black Sludge. This will heal Vileplume at the end of every turn, making it stick around in battle longer.

Giga Drain is its best Grass-type STAB attack since it heals Vileplume for half of the damage dealt.
Sludge Wave is its strongest Poison-type STAB attack that has a 10% chance to Poison the target.
Sleep Powder is used against more passive Pokemon to put them to sleep.
Strength Sap punishes physical attackers by healing Vileplume for the same amount as their Attack stat. It will also reduce their Attack by one stage.

Poison is the best Tera Type for this build because it lets Vileplume keep its Poison typing while also being one of the best defensive types in the game.
Black Sludge will also continue to heal Vileplume since it will only heal Pokemon that are a Poison-type.
Best Poison (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Vileplume's HP and Defense to make it as physically defensive as possible. The extra 4 EVs are placed in its Sp. Def to help round out its bulk.
A Bold nature is preferred to maximize its physical defense.
Energy Ball | A stronger Grass-type STAB attack, but it will lose Giga Drain's healing. |

Sludge Bomb | Does slightly less damage than Sludge Wave, but has a 30% chance to poison the target instead of Sludge Wave's 10%. |
Tera Blast | Lets Vileplume deal with Poison and Steel-types that resist its STAB attacks. Make sure that Vileplume is Tera Ground and that it is holding Leftovers so that it can still heal itself once Terastallized. |

With Strength Sap and maximum investment in its Defense, it will be hard for physical attackers to break through and knockout Vileplume.
Do note that Pokemon that can hit it for super-effective damage, like Hearthflame Ogerpon and Chien-Pao, can still OHKO Vileplume even with max defensive investment.
Vileplume is best used as a switch into tank hits from Pokemon like Urshifu Rapid Strike and Rillaboom.

In a physical attacker meta, Vileplume becomes a strong defensive pivot that can come in to tank hits for its allies.
Vileplume resists most of the common weaknesses of Urshifu Single Strike and Bloodmoon Ursaluna with the exception are Flying and Ice-types. However, Urshifu can cover for the Bloodmoon Ursaluna's Ice weakness and Bloodmoon Ursaluna can cover for Urshifu's Flying weakness.
