Pelipper wants to go into the Active slot and pivot out with U-Turn. This strategy is best executed against opponents quicker than Pelipper who cannot OHKO it. Pelipper's teammates can then come in undamaged and position themselves to sweep.
Hydro Pump and Hurricane are powerful STAB options with Tailwind as a way to boost the Speeds of teammates without Swift Swim.
Tera Ground will help Pelipper resist otherwise super-effective Attacks, but Terastallizing may be better utilized by more offensive teammates.

Similar to the Singles Build, Hydro Pump and Hurricane are Pelipper's main STAB moves with Tailwind as a way to support teammates without Swift Swim.
Protect can save Pelipper for a turn, while its partner can take out a Pokemon that threatens it.
Alternatively, Wide Guard may also be used in place of Protect if your team needs better tools against Spread moves.
Tera Water can help Pelipper score key KOs, while Tera Ground can help it survive longer.
This Pelipper build features the same moves as the Champion's team in the recently concluded 2023 Oceanic International Championships. It was used to great success by the champion, Gavin Michaels.

Pelipper, even when using a Timid Nature, isn't the fastest Pokemon out there. Preserving its HP and giving it Focus Sash will often let it contribute more to a match. Have Pelipper U-Turn out or switch it out when under threat of an Electric-type Move, using its offensive moves sparcely and strategically.
Pelipper can support its team by giving it a Speed boost through Tailwind. But if they have Swift Swim, they may not always need it. Use Tailwind to assist teammates who need extra added Speed boost.
Pelipper is the best Rain Setter currently available in Scarlet and Violet. It is best in teams with other powerful Water-types who can take advantage of its Rain and Tailwind support
