The item chosen for this build is Leftovers. This helps Serperior heal back some of its lost health every turn.

Leaf Storm is its best attacking move because it will boost Serperior's Sp. Atk stat by two stages every time it's used thanks to Contrary.
Substitute is used to keep Serperior safe and get free Leaf Storm boosts or to fish for a paralysis with Glare.
Taunt helps Serperior shut down opposing setup Pokemon that resist Leaf Storm like Dragon Dance Dragonite or Swords Dance Hearthflame Ogerpon.
Glare lets Serperior paralyze the opponent so that it can potentially outspeed them during future turns.

Grass is the best Tera Type for this build because it will further boost the damage output of Leaf Storm, making Serperior an even more threatening sweeper.
Alternatively, it could use a Stellar Tera Type so that it can also get Contrary boosts when Tera Blast is used against a Terastallized opponent.
A full 252 EVs are placed in Serperior's Speed and HP to make it as fast and bulky as possible. The extra 4 EVs are put into its Sp. Atk to help slightly boost its damage output.
A Timid nature is preferred to help Serperior outspeed as many Pokemon as possible.

There are a lot of new Pokemon introduced that outspeed Serperior since the last time it appeared in Generation 7. Try to position Serperior against slower Pokemon on the enemy's team or knock out their faster Pokemon so that Serperior can comfortably set up.
Serperior wants to have teammates who can help it deal with its rougher matchups to let it freely set up.
