With the introduction of the Stellar Tera Type, Arceus has found itself to be the best Pokemon to use for any Tera Raid.
Arceus' ability Multitype allows it to change its type by holding elemental Plates, this lets it gain STAB, Super Effective damage, and the innate boost from being Stellar Tera type.
We also recommend getting an Arceus with a Stellar Tera Type because this will boost Arceus' moves when it Terastallizes. As a Special Attacker, a Modest nature would be best.

Arceus' ability Multitype allows it to change its type by holding elemental Plates. This allows Arceus to freely change types to counter Raid Pokemon, either offensively or defensively.
For a Specially Offensive Arceus build, Calm Mind, Judgment, Giga Drain, and Acid Spray are the main moves as a general attacker, but can be slightly modified to be more specialized in a particular type.
By default, Arceus has a Normal Tera type, but in order to maximize your damage output, match Arceus' Tera Type with its Plate type. As a Special Attacker, Modest nature would be best.

Use Judgment to deal damage while also building Tera Orb charge. Once you have enough Tera Orb charge, Terastallize and continue using Judgment to deal Tera-boosted damage.
Depending on your fourth move, you can incorporate it into your strategy as well. Weather and Terrain moves are best used before you repeatedly use Judgment, while other damage dealing moves can be instead used to build Tera Orb charge, allowing you to conserve Judgment's PP.

Arceus' ability Multitype allows it to change its type by holding elemental Plates. This allows Arceus to gain STAB on its Body Press upon becoming a Fighting Type with the Fist Plate.
For a Body Press Arceus build, Iron Defense is the setup move of Choice, while Body Press is the main damaging move. Recover and Sleep Talk round out the final two moves. Many of Arceus' Physical moves are also more powerful than Tera Blast, so see the chart below for the best replacement moves for Tera Blast and Sleep Talk by Type
By default, Arceus has a Normal Tera type, but in order to maximize your damage output, match Arceus' Tera Type with its Plate type. As a Physical Attacker, Adamant nature would be best.
Best Tera Types: Best Pokemon to Terastallize
Tera Raid EV spreads should lean towards Bulky Offense. Max out your HP and Atk EVs, while adding the remaining EVs into Def. Give it an Elemental Plate to change its type accordingly.

Start Tera Raid battles by using Iron Defense three times to boost your Defense. Depending on the damage you sustained during your setup, you can use Recover to regain lost HP, allowing you to freely attack after.
Use Body Press to deal damage while also building Tera Orb charge. Once you have enough Tera Orb charge, Terastallize and continue using Body Press to deal Tera-boosted damage.
As Body Press uses Arceus' Defense stat in calculating damage, this build allows for an Arceus with maximum bulk, without needing to sacrifice power!

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
