Turns 2~4 Use Swords Dance three times to maximize Samurott's Attack stat.
Turn 5 Use Rain Dance to boost the power of Razor Shell.
Turns 6+ Use Razor Shell to deal damage. Terastallize and continue using Razor Shell once possible.

Samurott can either start Tera Raid battles with Taunt to disable status moves, or head straight to using Swords Dance to boost its own Attack stat. After stacking Attack boosts, Samurott can use Rain Dance to further boost the power of Razor Shell.

Razor Shell is Samurott's main damage dealing move, since it benefits from STAB, Torrent, Swords Dance boosts, and Rain Dance. It also has a 50% chance to lower the target's Defense, making Samurott a great Water-type attacker in tera raids.

Liquidation may be taken as an alternative to Razor Shell, which has a higher base power and accuracy, but only has a 20% chance to lower the target's Defense.

Samurott Tera Raid Turn-by-Turn Counter Strategy
Turns 1~3 Use Swords Dance three times to maximize Samurott's Attack stat.
Turn 4~6 Use Screech three times to lower the Raid Pokemon's Defense by six stages.
Turns 7+ Use X-Scissor to deal damage. Terastallize and continue using X-Scissor once possible.

Start the battle off by using Swords Dance to boost Samurott's Attack stat, then use Screech to lower the raid Pokemon's Defense.

After setting up, Samurott can deal damage with X-Scissor. Focus Energy may be used to increase Samurott's critical hit ratio. If X-Scissor lands a Critical Hit, there is a good chance that the raid Pokemon can be knocked out in One hit.

Give Samurott Screech from Voltorb as an Egg Move

1 Catch a Voltorb, then make them remember the move Screech.
2 Buy a Mirror Herb at Delibird Presents in Cascarrafa. The item costs ₽30,000 so make sure you have enough money.
3 Remove everyone from your party except for Samurott and Voltorb. There should only be two Pokemon in your party.
4 Delete one of Samurott's moves, then let it hold the Mirror Herb.
5 Have a picnic with Samurott and Voltorb. Wait for a few minutes, then pack up.
