The item chosen for this build is Assault Vest. This increases Lapras Sp. Def making it a great special wall at the cost of only being able to use attacking moves.

Ice Beam is its strongest Ice-type STAB move that has a 10% chance to freeze the target.

Electric is the best Tera Type for this build because its only weakness is Ground, which both of Lapras' STABs would hit for super-effective damage. It also has the bonus of boosting the damage of Thunderbolt.
Best Electric (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Lapras' HP and Sp. Atk to make it very bulky while still being able to hit hard. The extra 4 EVs are put in its Attack to slightly boost the damage of Ice Shard.
A Modest nature is preferred to maximize its damage output.
Freeze-Dry

Used over Ice Beam + Thunderbolt. While Freeze-Dry is weaker than Ice Beam, it will hit Water-types for super-effective damage which frees up a move slot for a better coverage move like Psychic. |

Bloodmoon Ursaluna is the most important Pokemon on this team, so we pair it with teammates that can switch in and tank hits that would threaten it for super-effective damage.
Lapras is used to switch in and tank Water and Ice moves, while Gholdengo can switch into Fighting and Grass moves.

Lapras and Gastrodon can spam Surf next to each other, healing and boosting Special Attack stats respectively. This strategy is powerful, but may be countered by Pokemon with Wide Guard, who are typically weak to Ground (Garganacl, Armarouge, with the exception of Pelipper).
Landorus-T and Rillaboom are strong Pokemon to have late-game, as Landorus has Speed (especially with Choice Scarf), while Rillaboom has priority with Grassy Glide. Additionally, Landorus can threaten Grass-types with super-effective Flying Tera Blast.
