The best ability for Clefairy in Tera Raid Battles is Friend Guard. This allows Clefairy to passively support teammates by reducing damage taken just by being present on the field.
For this support build, you do not need to Terastallize. As a Support, Bold nature would be best for survivability.

Tera Raid EV spreads should lean towards Defensive investment. Max out your Def and Sp. Def EVs, while adding the remaining EVs into HP. Give it Eviolite to further boost Clefairy's defenses.
Friend Guard stacks in Tera Raids. The damage reduction effect stacks multiplicatively, so there is benefit in having a team with multiple Friend Guard supports.

You can catch a Clefairy with a Fairy Tera Type from Kitakami.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If the Clefairy build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Bold Mint to change its nature to Bold.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If the build you are following requires it to have its Hidden Ability, you can use an Ability Patch to give Clefairy its Hidden Ability.
Ability Patch Location and How to Get
EV train Clefairy according to the build's EV spread using Vitamins, Mochis, or the traditional way with Power Items and battling Pokemon with the right EV yield.
Vitamins can be bought at any Chansey Supply shop and it will cost you ₽530,000 to fully train a Pokemon. Meanwhile, Mochi can be obtained through the Ogre Oustin' Minigame.
If you have the money for it, you can just use an HP Up, 26 Iron, and 26 Zinc or a Health Mochi, 26 Resist Mochi, and 26 Clever Mochi.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
