The item chosen for this build is a Choice Band. This boosts the damage of all of Rayquaza's physical moves, but it can only use the same move until it switches out.

Extreme Speed, when combined with a Normal Tera, is an extremely powerful move only a few Pokemon and moves can outspeed thanks to its +2 priority.
Dragon Ascent and Outrage combine for a powerful pair of STAB moves. The main downsides are that Dragon Ascent will reduce Rayquaza's defenses by one stage and Outrage confuses it after 2-3 turns.
Earthquake is its main coverage move that helps Rayquaza deal with Steel-types that resist all of its other moves.

Normal is the best Tera Type for this build because it boosts the damage of Extreme Speed, making Rayquaza an incredibly threatening attacker.
Best Normal (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Rayquaza's Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
An Adamant nature is preferred to maximize Rayquaza's damage output.

Earthquake is its main coverage move to help Rayquaza deal with Steel-types that would resist both of its STAB moves.
Dragon Dance is used to boost Rayquaza's Attack and Speed by one stage, making it a very threatening sweeper if not dealt with quickly.

Best Steel (Tera) Type Pokemon for Ranked Battle

Have an ally force out the opponent's Terastallization so you know what the best move a Choice Band Rayquaza can lock in to.
As an example, if your opponent Terastallizes, and they don't have a Pokemon that is immune to or resists Extreme Speed, Rayquaza can come in and easily sweep with Tera Normal Extreme Speeds.
Teams that have Pokemon like Kyogre or Koraidon are generally reliant on having their weather effects active to properly execute their strategies.
Use Rayquaza's Air Lock to prevent their weather effects from activating and stifling your opponent's game plan.
Rayquaza is best used on a hyper-offensive team that can get quick knockouts before the opponent can respond.

Mimikyu acts as a great lead to deal with any Ghost-types that would be immune Extreme Speed or Fighting-types that have Upper Hand.
Hearthflame Ogerpon is a great backup carry that can also deal with Pokemon like Scizor that can easily counter Mimikyu.
Once all of Rayquaza's counters have been dealt with, it can common and sweep with its Choice Band boosted attacks.
As a note, Rayquaza's Air Lock is also a great tool to prevent Rain from going up and stifling Hearthflame Ogerpon's offensive pressure.
