We recommend getting a Klefki with a Fairy Tera Type to increase the damage of Dazzling Gleam.
As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards bulky offense to increase survivability while dealing as much damage as possible. Max out its Sp. Atk and Sp. Def EVs, while adding the rest into HP.
Give it a Shell Bell so that it can heal itself while using its attacking moves.

At the start of the raid, use Magnet Rise to make Klefki immune to Dialga's Earth Power. Follow that up with 2 Calm Mind boosts to help Klefki's damage output and ability to tank Dialga's attacks.
Next use Metal Sound and Dazzling Gleam to reduce Dialga's Sp. Def and heal Klefki respectively. After the Dazzling Gleam turn, Magnet Rise should have worn out so make sure to use it again to keep Klefki immune to Earth Power.
Once Magnet Rise has been reset, use Calm Mind 3 times to get Klefki enough Sp. Atk and Sp. Def boosts to help it knockout Dialga by spamming Dazzling Gleam. Also, don't forget to Terastallize when possible to increase Klefki's damage output.

Klefki's great bulk and typing let's it be a great counter to a lot of offensive threats. With Magnet Rise, it also gets immunity to Earthquake that a lot of Rock and Ground types usually carry.
Prankster is the best Ability for this Klefki so that it gets priority to its status moves.
Steel Tera Type is best for this build to give it a boost to its Flash Cannon. An Modest Nature is necessary so that it can hit as hard as possible with its special moves.
Max out Klefki's HP and Sp.Atk EVs while adding the remaining 4 EVs into Defense.
For this build, giving it a Shell Bell allows it to recover health while dealing damage and is the only way Klefki can recover lost health.

Start the battle by using Magnet Rise to give Klefki immunity to Ground-type moves for five turns*.
Use Metal Sound three times to lower the opponent's Sp.Def by six stages, and then use Flash Cannon to deal damage and build up Tera Orb Charge. Take note that even if Klefki gets knocked out, it will still retain its Tera Orb charge.
Remember to use Magnet Rise again after 5 turns, to maintain Klefki's immunity to Earthquake.
Once you have enough Tera Orb charge, terastallize into a pure Steel-type and repeatedly use boosted Flash Cannon to damage the tera raid boss' shield until you finish the battle!

This Steel Tera Raid Build is an effective counter to Ice, Rock, Fairy Tera Raids.
If the Tera Raid Boss is usually a Ground, Fire-type outside of Terastallization, perhaps use a different build as Klefki will be weak to these Types.

The best ability for Klefki in Tera Raid Battles is Prankster, which gives Klefki +1 priority to all its status moves. This makes it one of the best set up attackers to use in Raids.
We also recommend getting a Klefki with a Psychic Tera Type to further increase the damage of Stored Power. As a Special Attacker, a Modest nature would be best.
Tera Raid EV spreads should lean towards a bulky offense to help with survivability while also dealing as much damage as possible. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Special Defense. Give it Sitrus Berry to help Klefki restore HP in a pinch.

You can find and catch a Klefki at Alfornada.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
Wild Klefki will always have either Fairy or Steel Tera type when caught in the wild. To change its Tera type, simply go to the Treasure Eatery in Medali with 50 Psychic Tera Shards.
Keep in mind that you need to defeat Gym Leader Larry to change your Pokemon's Tera type at the Treasure Eatery.

If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
EV train Klefki according to the build's EV spread using Vitamins or the traditional way with Power Items and battling Pokemon with the right EV yield.
If you have the money for it, you can just buy 26 Calcium (for Sp.Atk), 26 HP Up (for HP), and a Zinc (for Sp. Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Using recycle and a sitrus berry for recovery is not a good idea, it doesn't heal my klefki good. I would instead use sunny day and shell bell, because sunny day gives 50% damage reduction to Greninjas hydro pump even it it's crits, or removes stat buffs from calm mind. Shell bell is just better for recovery since the only way klefki will faint is if it gets crit, and once you fully set up you will recover max hp with ease.
