The Mark Charm is a Key Item that increases the chance of finding a Pokemon with a mark and is obtained by registering 240 Pokemon in the Blueberry Pokedex in Pokemon Scarlet and Violet (SV) DLC, The Indigo Disk. Check out more details about the Mark Charm's effects and how to obtain it here.
After completing the Blueberry Pokedex, Cyrano will reward you a Mark Charm for capturing and registering all 240 Pokemon appearing in the Terarium.
Once you have registered all 240 Pokemon in either Pokemon Scarlet or Pokemon Violet, you can visit Cyrano at the Entrance of Blueberry Academy to receive your Mark Charm!
Note that you do not have to catch event exclusive Pokemon like Walking Wake and Iron Leaves to complete the Blueberry Pokedex but you still need to register Paradox Pokemon that are not in the Pokemon version you are playing!

Once you obtain the Mark Charm, it will be permanently active within your bag meaning that you do not have to equip it.
Once you get the Mark Charm, you'll be able to find Pokemon with Marks (sort of like titles) a lot more easily.
In Sword and Shield, the Mark Charm tripled your chances of encountering a Pokemon with a Mark. It can be assumed that the same effect will be present this time around in Pokemon Scarlet and Violet.
