Flutter Mane can be found often in small and large caves in Area Zero including the caves near Research Station 4. Note that The Great Crater of Paldea (Area Zero) is only accessible once you clear all three story paths.

But remember that Flutter Mane is exclusive to Pokemon Scarlet. If you're playing Pokemon Violet, then you'll have to trade with friends that play Pokemon Scarlet in order to get your hands on this Pokemon.
