Evolving your Poltchageist to a Sinistcha depends on if you got its Counterfeit form or Artisan form. A Counterfeit Sinistea would need an Unremarkable Teacup to evolve, while the Artisan one needs a Masterpiece Teacup.

To know what form you have, an Artisan Poltchageist will have a Stamp of Authenticity found on the underside of the cup. You can check this by rotating the overworld camera.

I found a mass outbreak in katakimi with a question mark but it was strange because i had already completed the Katakimi Dex. I went to it and found it was a Poltchageist mass out break but every Poltchageist was the Artisan form! (I didn’t have an artisan Poltchageist so that explains why the mass outbreak showed a question mark). I assume this means that most Poltchageist mass outbreaks are only the counterfeit form which would be good to know if your shiny hunting it.
