The best ability for Thundurus (Therian Forme) in Tera Raid Battles is Volt Absorb. This is the only ability Thundurus has in its Therian Form, but helps in countering Water-Type Pokemon that sets-up Rain Dance and have access to Electric-Type moves, especially Thunder.

Tera Raid Strategy

Thundurus (Therian Forme) Tera Raid Turn-by-Turn Counter Strategy
Turns 1~3 Use Nasty Plot to boost Thundurus' Sp. Atk stat.
Turns 4~6 Use Thunderbolt to deal damage and build Tera Orb charge.
Turn 7 Use Electric Terrain to boost Electric Type damage.
Turns 8+ Terastallize and use Wildbolt Storm to deal massive damage.

Start Tera Raid battles by using Nasty Plot to boost your Sp. Atk stat to +6. This allows Thundurus to deal massive Electric-type damage while also under Electric Terrain.

After setting up Nasty Plot boosts, use Thunderbolt to deal damage while also building Tera Orb charge. Thunderbolt is chosen as the Tera Orb charging move since it has better accuracy, more PP, while still dealing reliable damage with the boosts. Once you have fully charged your Tera Orb, set up an Electric Terrain.

Finally, terastallize and use Wildbolt Storm to deal massive damage against the raid Pokemon.
