With a fairly decent balance in attacking and defensive stats, Blastoise is flexible enough to be built either Physical or Special. This Blastoise capitalizes on the move Weather Ball to make it a super powerful Special Attacker thanks to its 100 base power under rain.
You can also use Scald for this build with Weather Ball being used for a bit more damage while Scald is more useful for Physical Attackers to cut their damage.
We also recommend getting a Blastoise with a Water Tera Type to boost the power of Scald or Weather Ball . As a Special Attacker, Modest nature would be best.

Tera Raid EV spreads should lean towards Bulky Offense. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Sp. Def. Give it a Shell Bell to keep its HP topped up.

In order to get Squirtle in the Terarium, you need to complete Terry's Boost biodiversity in the Canyon Biome request on the Support Board for 3000 BP
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
