The best ability for Sylveon in Tera Raid Battles is Pixilate. While it doesn't matter for this build, its an amazing ability that can turn Hyper Voice or Hyper Beam into Fairy Type moves.
Sylveon also gets access to Fake Tears, an amazing debuffing move that will allow Sylveon to consistently deal damage.
We also recommend getting a Sylveon with a Fairy Tera Type to boost the damage of Sylveon' Hyper Voice. As a Special Attacker, a Modest Nature would be best to ensure it hits as hard as possible with its special moves.

Tera Raid EV spreads should lean towards bulky offense. Max out your Sp.Def and Sp.Atk EVs, while adding the remaining EVs into HP. Give it a Shell Bell to help Ninetales recover HP when it attacks.

Start the Tera Raid by using Aurora Veil to boost your Defenses while you set up, next, get your buffs up with Nasty Plot. Gauge the Raid Boss' behavior to see how it likes to clear buffs and react accordingly.
Make sure to keep your health up by attacking with Moonblast while also building up Tera Orb Charge. When you have enough Tera Orb charge, terastallize into a Fairy-type and keep using Moonblast to damage the Tera Raid boss' shield and finish it off! Note that you can only set up Aurora Veil when it is Snowing so make sure you dont faint after Terastallizing.

You can catch a Sylveon just outside the Fairy-type Team Star Base in North Province (Area Three). This Sylveon will be around Lv. 50 , have the Fairy Tera Type, and will already know Yawn and Moonblast, the two main moves you'll want.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If you would like a Sylveon with Pixilate, you can use an Ability Patch to bring out its Hidden Ability.
This item can be found as a reward from 6-Star Tera Raids or as a reward from the Academy Ace Tournament!
Ability Patch Location and How to Get
If you have the money for it, you can just buy 26 Calcium (for Sp.Atk), 26 HP Up (for HP), and 1 Zinc (for Sp. Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
