Normal is the best Tera Type for this build to give Ursaluna's Facade a boost in damage once it Terastallizes. This also turns Ursaluna into a pure Normal-type and gets rid of its weakness to Grass, Ice, and Water-type moves.

Best Ghost Tera Type Pokemon for Ranked Battle
A full 252 EVs are placed in Ursaluna's HP and Attack to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
An Adamant nature is preferred to maximize Ursaluna's damage output.

Ursaluna's offense and bulk is a direct upgrade to Ursaring's and also boasts a secondary Ground-type STAB with Headlong Rush. It fills the same role as its pre-evolution but is 5 points slower, which means it is best used as a bulky attacker with an Adamant Nature.
With a boost from either Swords Dance or Bellly Drum, Ursaluna can easily KO unprepared teams that lack a resist or immunity to its moves.
Ursaluna's low speed means it's best used in a dedicated team that can help it overcome its shortcomings, whether by providing Substitute or Tailwind support in Singles or through Redirection in Doubles.

Cyclizar's main role is to use Shed Tail to pass a Substitute to Ursaluna, who can safely setup with Belly Drum or Swords Dance. Once Guts activates, it can then overpower the opposing team with boosted Facade and its coverage moves.
Garganacl serves as this team's offensive pivot, using Salt Cure to dissuade defensive Pokemon and phazers from switching in.

Cresselia is the best Trick Room Setter available in Regulation D, which naturally makes it a great partner for Ursaluna. Cresselia can set up Trick Room for Ursaluna, allowing it to move first in turn order. It can also help Ursaluna recover HP and heal status with Lunar Blessing, stopping it from taking burn damage for the turn, before Flame Orb activates again.
Iron Hands is another great Trick Room Pokemon, who can help enable it with Fake Out support.
Torkoal can deal huge damage with Eruption, as well as reduce the damage from Water-type Attacks dealt to Ursaluna.
Ursaluna's low Speed stat leaves it easily outrun by other sweepers that can take advantage of its many weaknesses and relatively low Special Defense stat.
