While Vaporeon no longer has Scald and Flip Turn, it's still a great choice for Bulky Water as its great HP stat makes it one of the better Wish-passers in the game. Surf is its main STAB move and can deal a good amount of damage when powered by Water Tera type.
The remaining moves are vital for support and Vaporeon's survivability. Wish heals the recipient 50% of the user's max HP, which is significant coming from Vaporeon's 150 base HP stat. Yawn is a great move to force the opposing Pokemon out of the field or risk falling asleep on the next turn.
Its last move is Protect, which is a great scouting move and lets it heal off Leftovers safely. Water Absorb is the better Ability for this build so that Vaporeon can switch into the likes of Quaquaval and Mimikyu.

Vaporeon's naturally high HP and access to both Wish and Yawn make it one of the best Wish Passers in the game.
Since it lacks a recovery move aside from Wish, it's best used for its utility in passing Wishes instead of a straightforward defensive wall.
Vaporeon is a great addition to balanced or more defensive teams that require additional recovery through Wish, or offensive-oriented team compositions with attackers that use recoil moves.

Vaporeon is a great partner for Staraptor, who relies on Reckless-boosted Brave Bird and Double-Edge to deal as much damage at the cost of survivability. Iron Moth is another great recipient of Wish as it lacks a reliable recovery move despite its respectable bulk.
Vaporeon's limited movepool makes it easy for setup sweepers and even some defensive Pokemon to outright wall or cripple it with their own support moves.

Vaporeon learns Wish and Yawn as egg moves, so in order to get Wish or Yawn on Vaporeon, first you need a Pokemon that knows the move. You will then need to make sure Vaporeon has an empty move slot and give it a Mirror Herb.
Finally, set up a picnic with both Vaporeon and the Pokemon that knows the egg move in your party and the move will be transferred to Vaporeon (the other Pokemon still retains its moveset). Unlike previous generations, egg moves can now be transferred regardless of egg group, species or gender.
