Terrakion's only ability is Justified. Unfortunately this isn't that useful in Singles Battles since the opponent will always avoid using a Dark-type move, unless they value Knocking Off Terrakion's item.
The item chosen for this build is a Choice Scarf. This is used to help Terrakion outspeed Pokemon it normally wouldn't be able to.

Close Combat is its strongest Fighting-type STAB move, but it reduces Terrakion's defensive stats by one stage every time it's used.
Rock Slide is its best Rock-type STAB move since it has a chance to flinch the opponent.
Earthquake is its main coverage move that covers a lot of Pokemon for super-effective damage when combined with its other two moves.
Tera Blast is used to punish the opponent's Terastallized Pokemon with a super-effective Stellar Tera Blast.

Stellar is the best Tera Type for this build because it will boost the damage of whatever move Terrakion uses when it Terastallizes.
Note that even if it's a Stellar Type, it will still keep the defensive properties of its Rock/Fighting typing.
Stellar Tera Type Match-Ups Explained
A full 252 EVs are placed in Terrakion's Attack and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its HP to help round out its bulk.
A Jolly nature is preferred to help it outspeed as many Pokemon as possible.

Sacred Sword is a great Fighting-type STAB option against Pokemon with Stamina who have gained multiple defense boosts.
Quick Attack is a great move for knocking out low HP Pokemon, especially Pokemon who are equipped with Focus Sash.
Rock Slide is its best Rock-type STAB move since it hits both opponents and has a chance to flinch them if it hits.
Protect is a staple in doubles battles that helps Terrakion block any moves targeted at it for the turn.

Fire is the best Tera Type for this build because it turns a good amount of Terrakion's weaknesses into resists. This also gives Terrakion an immunity to Will-O-Wisp.

If you do not wish to use a defensive Terastallization on Terrakion, it will be susceptible to getting knocked out due to its many weaknesses. Look to get a quick and easy knockout before your opponent knocks it out instead.
Terrakion is best used on more offensive teams that are looking to get quick knockouts before the opponent can respond.

Hearthflame Ogerpon can then come in and clean up any Pokemon Terrakion doesn't hit for super-effective damage.
With all of the major threats knocked out, Bloodmoon Ursaluna can utilize its amazing bulk to secure a winning end game.

Incineroar | Rillaboom |
Whimsicott returns as Terrakion's reliable partner, being able to support it with Tailwind and increase Terrakion's attack with Beat Up. A valuable part of this strategy is Whimsicott's Grass typing, which allows it to ignore Amoonguss's Rage Powder.
Incineroar, with its partner from Sword and Shield, Rillaboom are also good to have, as it rounds out your team defensively and gives it more defensive options.
Terrakion's Beat Up strategy is made ineffective by common redirection Pokemon such as Amoonguss and Maushold. Without Justified Attack boosts, Terrakion's attacks won't threaten to sweep through entire teams.
