Pokemon Scarlet and Violet SV In Game Trade
The easiest way to obtain Regional Variants in Pokemon Scarlet and Violet is by getting them as part of doing optional tasks. Kantonian Wooper, for example, can be obtained via trading with an NPC, while Galarian Meowth can be obtained as part of a Teacher's Friendship Event.

Since these Pokemon are not caught in the wild, they will always be in a specific Pokeball, and the only way to change it is through breeding.
