The best spot to hunt a Shiny Chansey is at North Province (Area Three).

Fly to North Province (Area Three) and Make a Sparkling Power Sandwich

Fly to the North Province (Area Three) Pokemon center and turn off auto-Save. Save your game and create a Sandwich with Sparkling Power: Normal and Encounter Power: Normal.

Continue northeast until you find a wild Tera Sylveon near the shore. This is around the same area where Chansey spawns. Thanks to the Sparkling Sandwich you made, plenty of Chansey will then start spawning in the area. It is recommended that you then defeat or catch the Sylveon in order to have the maximum amount of Chansey spawns possible.

Despawn and Respawn Pokemon in the Area

Roam around to despawn and respawn Chansey in the area until a shiny spawns. You can also respawn a new set of Chansey by setting up a picnic and packing it up again.

Shiny Chansey is Mint Green Instead of Pink

Instead of pink, a Shiny Chansey will be green in color. It's easier to spot the shiny among a sea of regularly colored Chansey so hopefully you will not have too much difficulty distinguishing it!

Afterward, save your game and create the sandwich in "Creative Mode". From this point forward in the shiny hunting process, you are not to save your game anymore. This is to ensure that the Herba Mystica you used for your sandwich won't be put to waste in case you didn't get a Shiny Chansey.
