Torterra can flexibly use either of its abilities. Take Overgrow if you would prefer a damage boost to its Grass-type attacks at low HP, otherwise use Shell Armor to become immune to critical hits, especially from moves like Wicked Blow, Surging Strikes, or Ivy Cudgel.
The item chosen for Torterra for this build is White Herb. This allows it to negate the defense drops from using Shell Smash.

Headlong Rush is its strongest Ground-type STAB attack with the only downside of it lowering Torterra's defenses by one stage.
Wood Hammer is its strongest Grass-type STAB attack at the cost of taking some recoil damage.
Stone Edge is the coverage option for this build in order to hit all of the Pokemon that would threaten it for super effective damage.
Shell Smash allows for Torterra to become a speedy offensive threat. With a White Herb, it does not need to worry about the defense drops.

Water is the best Tera Type for this build because it removes Torterra's weaknesses and is a generally good defensive typing.
A full 252 EVs are put into its Attack and Speed EVs in order to make it hit as hard and fast as possible. The rest of the 4 EVs are put into its Special Defense to help round out its bulk.
Torterra needs at least 244 Speed EVs to outspeed Dragapult, meaning that it can only be threatened by other Pokemon that have their speed boosted.
An Adamant nature is ideal to maximize Torterra's damage output.

Rock is the best Tera Type for this build because it removes Torterra's weaknesses and boosts the damage dealt by Rock Blast.
Alternatively, it could use a Stellar Tera Type as a more offensive option so that it can also boost the damage of its STAB moves when need be.
