The Ability chosen for this build is Pressure. Dialga's Hidden Ability Pressure is useless in Singles Battles, making Pressure the only ability it can realistically use.
The item chosen for this build is an Assault Vest. This increases Dialga's lower Sp. Def stat by 50%, making it an amazing defensive switch in into special attackers.

Draco Meteor is its best Dragon-type STAB move that will reduce Dialga's Sp. Atk by two stages every time it's used.
Flash Cannon is its best Steel-type STAB move that has a 10% chance to lower the target's Sp. Def by one stage.
Earth Power is its main coverage move that lets Dialga hit Steel-types that would otherwise resist its two STAB moves.
Ice Beam is Dialga's other coverage move that has the widest offensive coverage range out of the remaining moves it can use.

Flying is the best Tera Type for this build because it makes Dialga's Fighting and Ground weaknesses into a resist and immunity respectively.
Best Flying (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Dialga's HP and Sp. Atk to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
A Modest nature is preferred to maximize Dialga's offensive output.

Dialga is best used as a defensive pivot to come in and tank hits for its allies. It also wants to switch in and out itself to reset any Sp. Atk drops from Draco Meteor.
Dialga wants teammates who can offensively switch in and out with moves like U-Turn or Volt Switch so that it can come in and tank hits for them.

Urshifu Rapid Strike is a strong offensive lead with both a Swords Dance or Choice Scarf set. If Urshifu is led into a bad matchup, it can use U-Turn or manually switch out into Dialga to tank a hit for it instead.
Dialga can then deal a good amount of damage while also being able to tank hits thanks to its Assault Vest and good natural bulk. Finally, Flutter Mane is a strong and fast attacker that can come in and knock out any other Pokemon left alive.
