EV Spread and Nature

A full 252 EVs are placed in Dialga's HP and Sp. Atk to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.

A Modest nature is preferred to maximize Dialga's offensive output.

Other Viable Moves

Roar of Time Does more damage than Draco Meteor and doesn't lower Dialga's Sp. Atk, but it can't move the turn after it's used.
Dragon Pulse Does less damage than its other two Dragon options, but it has no downsides.
Heavy Slam Can potentially do more damage than Flash Cannon, especially against light and frail Pokemon like Flutter Mane.
Thunderbolt A strong coverage move that helps Dialga deal with Water-types that could potentially wall it.
Flamethrower Another good coverage move that is useful against Steel-types that are carrying an Air Baloon, which Earth Power won't be able to hit.

How to Use Dialga Effectively

Use Dialga to Tank Hits for its Allies

Dialga is best used as a defensive pivot to come in and tank hits for its allies. It also wants to switch in and out itself to reset any Sp. Atk drops from Draco Meteor.

How to Build a Team with Dialga

Dialga wants teammates who can offensively switch in and out with moves like U-Turn or Volt Switch so that it can come in and tank hits for them.
