Basculegion is a potent physical attacker in Rain where it gets to outspeed everything with Swift Swim. It is weak to Sucker Punch, however so be sure to play the Chien-Pao matchup wisely.
Its standard moveset is strong and reliable, and will often be all you need in a match. Wacan Berry will protect Basculegion from a super-effective Electric-type Attack.

Flutter Mane is a powerful and quick special attacker, and its effectiveness as a Special Attacker is undisputed. But it finds a use in this team as a means of denying Trick Room.
A strategic use of Trick Room when an opponent also wants to use Trick Room can often win you a match especially because the team has limited ways of denying it. This high-risk, high-reward play for Flutter Mane can often spell win or defeat when up against the difficult Trick Room matchup.

Pelipper is a valuable member of the team that is able to set up Rain as soon as it is on the battlefield. Hydro Pump and Hurricane are strong offensive moves to have, and Tailwind can help you keep a Speed Advantage if an opponent also sets up Tailwind.
Rocky Helmet can help Pelipper break Focus Sashes and deal incremental damage to Rapid Strike Urshifu if it happens to attack into it.

Covert Cloak Tornadus makes an appearance in this team, as it is the best Weather setter and Tailwind setter in the format. It is able to set up Tailwind and Rain for its teammates without fear of Fake Out because of its Covert Cloak.
Max Speed and a Timid nature also ensures that it will not be getting Taunted by other Tornadus unless it loses a Speed tie.

Basculegion and Pelipper are the team's standard leads. This duo is good to send out when the opponent does not have counter weather.
Flutter Mane and Thundurus are powerful anchors to have for the late-game, with Thundurus working as a defensive switch-in to Electric-type attacks, which Basculegion and Pelipper are both weak to.

Against the tricky Trick Room matchup, Thundurus and Flutter Mane can take on the point position. Flutter Mane can counter-Trick Room by using Trick Room itself, while Thundurus clicks Wildbolt Storm to deal damage to the Trick Room setter and its partner.
However, this strategy may fall apart if the opponent does not click Trick Room, making this a risky play.

Basculegion, Urshifu, Thundurus, and Flutter Mane can all Terastallize offensively to give their STAB moves an extra boost. All four of these Pokemon are strong offensive Tera options in a match.

Pelipper and Tornadus both have defensive Teras.
Pelipper's Ghost Tera is for protecting it from Fake Outs and Dragonite Extreme Speeds, while Tornadus' unorthodox Ground Tera is for giving it a complete immunity to Electric.
Armarouge's Grass Tera allows it to resist Water-type and Ground-type Attacks.

Countering Pelipper's Weather is a sure-fire way to mitigate the team's damage output while giving added benefits to their own teams.
Consider switching Pelipper out when anticipating an opposing Weather Pokemon to switch in, or switch Pelipper in strategically to have weather in your favor.
A well-timed Rain Dance from Tornadus can also give us the Weather advantage.
