Tera Raid EV spreads should lean towards bulky offense to increase survivability while dealing the most damage possible.. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Defense. Give it a Shell Bell to recover HP when dealing damage.

Kilowattrel Tera Raid Turn-by-Turn Counter Strategy
Turn 1 Use Electric Terrain.
Optional Use Feather Dance to lower raid boss' Attack by two stages.
Turns 3~5 Use Charge Beam to deal Super Effective damage while building Tera Orb charge.
Turn 6 Use Electric Terrain again to re-apply it to the field after 5 turns.
Turns 7+ Terastallize and use Thunderbolt to deal Super Effective damage.

Start the battle by using Electric Terrain to boost the damage of your Electric-type STAB moves. You can then opt to use Feather Dance to lower the raid Pokemon's Attack stat, or head straight to using Charge Beam to deal damage while building Tera Orb charge.

Once you have enough Tera Orb charge, set up with Electric Terrain again for the 30% Electric-type damage boost, then Terastallize to continously deal damage using Thunderbolt.

Give Kilowattrel Feather Dance from Hawlucha as an Egg Move

1 Catch a Hawlucha, then make them remember the move Feather Dance.
Note: Hawlucha learns Feather Dance at Level 20.
2 Buy a Mirror Herb at Delibird Presents in Cascarrafa. The item costs ₽30,000 so make sure you have enough money.
3 Remove everyone from your party except for Kilowattrel and Hawlucha. There should only be two Pokemon in your party.
4 Delete one of Kilowattrel's moves, then let it hold the Mirror Herb.
5 Have a picnic with Hawlucha and Kilowattrel. Wait for a few minutes, then pack up.
