The best ability for Raichu in Tera Raid Battles is Static, which gives you a chance to Paralyze the Raid Pokemon when it makes contact with Raichu.

We also recommend getting a Raichu with an Electric Tera Type to further increase the damage of its STAB Thunderbolt. As a Special Attacker, a Modest nature would be best.

Tera Raid EV spreads should lean towards a bulky physical attacker to help with survivability while also dealing as much damage as possible. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Special Defense. Give it Wise Glasses to further increase the damage of your Special Attacks.

Raichu Tera Raid Turn-by-Turn Strategy
Turns 1~3 Use Nasty Plot to maximize Raichu's Sp. Atk.
Turn 4 Use Thunderbolt to deal stat-boosted STAB damage.
Optional Use stat boosted Grass Knot, or Surf against types that resist or are immune to Electric, such as Ground.
Turns 5+ Terastallize and use stat boosted, double STAB Thunderbolt.

Raichu's access to the move Nasty Plot makes it an efficient Special Attacker in Tera Raids. Thunderbolt serves as Raichu's main damaging move, while Grass Knot and Surf act as coverage moves that allow Raichu to still deal decent damage against other Tera types.
