Toxicroak's 4x resistance to Fighting-type moves and 2x resistance to Grass and Rock-type moves make it a great counter to Rock-Type Raids.
Dry Skin is the preferred Ability for this raid so that Toxicroak gets passive healing from rain in the event a partner Pokemon sets up with Rain Dance.
Fighting Tera Type is best for this build to further boost the power of Toxicroak's Fighting-type moves. An Impish Nature gives it some much needed defenense to withstand the Raid Boss' attacks.
Max out Toxicroak's Def and Atk EVs while adding the remaining 4 EVs into HP so that Toxicroak can hit as hard as possible with Drain Punch and Close Combat.
For this build, giving it a Shell Bell allows it to recover health while dealing damage.

Start the battle by using Taunt to prevent the Raid Boss from using Status Moves for three turns, followed by using Drain Punch three times to build up Tera Orb Charge. Take note that even if Toxicroak faints, it will retain its accumulated Tera Orb Charges.
Once Chesnaught resets stat changes, use Swords Dance three times to raise your Attack stat by six stages. Next, terastallize into a pure Fighting-type and use boosted Close Combat to damage Chesnaught's shield.
If Toxicroak is at low health, you can keep using boosted Drain Punch instead and only use Close Combat as a finishing move to deal burst damage.

If the Tera Raid Boss is usually a Ground, Flying, and Psychic-type outside of Terastallization, perhaps use a different build as Toxicroak will be weak to these Types.

This Toxicroak build is specialized for Bug Tera Raid Bosses.
Offensively, Toxicroak can use boost its own Attack stat with Swords Dance, and lower Samurott's Accuracy with Mud-Slap. After setting up a few Mud-Slaps, Toxicraok can Terastalize into a Flying-type and deal damage to Samurott using Tera Blast.
As it will play the role of physical attacker, an Adamant Nature would benefit Toxicroak. Making Toxicroak hold a Shell Bell also allows it to heal up some damage.

This Build is designed to counter Steel Tera Pokemon in Tera Raids. Toxicroak matches up favorably against Tera Steel Pokemon in Tera Raids, as it is neutral to most types, and resists Grass, Fighting, Poison, Rock, and Dark. Toxicroak has access to Taunt which can protect it from status moves. Toxicroak's Swords Dance and Earthquake allows it to deal massive super-effective damage against Tera Steel Pokemon.
We also recommend getting a Toxicroak with a Ground Tera Type to boost the power of its Earthquake. Since it's a physical attacker, an Adamant nature is best to boost its offenses.

The best Ability for Toxicroak in Tera Raid Battles is Dry Skin, which gives it immunity to Water-type moves and restores its HP instead at the cost of getting damaged by Fire-type moves.

You can catch Croagunk in South Province (Area Five) in the area northeast of Los Platos. It's a very common Pokemon found in the swamp area, as well as rivers and lakes.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
Once Croagunk evolves into Toxicroak, its Tera Type will either be Poison or Fighting. You can change it to be Flying Tera Type at Medali's Treasure Eatery for 50 Flying Tera Shards.
If it has a different nature, you can use an Adamant Mint to change its nature to Adamant.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.
Ability Capsule Location and How to Get
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Protein (for Atk), and 1 Zinc (for Sp,Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell. You can purchase this from Delibird Presents in Levincia for ₽20,000 and is available at the beginning of the game.
You can also get a Shell Bell by defeating 6 Trainers around South Province (Area Three) as a reward from the Battle League Rep at the Pokemon Center in the area.
Taunt is a move that Croagunk can learn at Lv.8, while Mud-Slap is a move that Croagaunk learns at Lv. 1. You can have it remember these moves by going to the "Moves and Stats" menu and pressing A if you forgot them.
You can Swords Dance, Earthquake, Rock Slide, and Tera Blast from TMs. Check out the table below to see where you can get the TMs and the materials needed to craft them.
Take note that Croagunk can't learn Swords Dance. You'll need to level and evolve it into Toxicroak so that it can learn Swords Dance from a TM.
