The best ability for Dialga in Tera Raid Battles is Telepathy. Both Pressure and Telepathy do not contribute much to Tera Raids, but Telepathy provides an extra layer of protection in case one of your teammates makes a mistake and targets you instead.
Since this is a OHKO build against 7-Star Raid Bosses, any Tera Type can work, as you will not need to Terastallize following the OHKO strategy.

Tera Raid EV spreads should lean towards Bulky Offense. Max out your HP and Sp. Atk EVs, while adding the remaining EVs into Sp. Def. Give it Choice Specs to ensure that Steel Beam can OHKO the Raid Boss.

At the start of the raid, all three Perrserkers should use Fake Tears to lower the Raid Boss's Sp. Def stat by 6 stages.
Once all the Fake Tears animations are finished, Dialga should then use Steel Beam, which should deal enough damage to OHKO the Raid Boss.

How to Make Best Dialga Tera Raid Build |

The Dialga the you can obtain from Pokemon Legends: Arceus can be transferred into Scarlet and Violet using Pokemon HOME.
You can also transfer your Dialga from Pokemon Brilliant Diamond or Shining Pearl using Pokemon HOME.
If it has a different nature, you can use Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If the build you are following requires it to have its Hidden Ability, you can use an Ability Patch to give Dialga its Hidden Ability.

EV train Dialga according to the build's EV spread using Vitamins or the traditional way with Power Items and battling Pokemon with the right EV yield.
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp. Atk), and a Zinc (for Sp. Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
