Bloodmoon Ursaluna would want to have 0 IVs in Attack and Speed to give it its ideal stats for Trick Room teams in Pokemon Scarlet and Violet (SV). Read on to learn how to reroll for a 0 IV Attack and 0 IV Speed Bloodmoon Ursaluna during Perrin's quest.

You will need to save your game right after the part of Perrin's quest where you have finished taking photos of 10 different species of Pokemon. Once you finish taking the photos, Perrin will ask you if you're ready to face the Bloodmoon Beast. Make sure that you say no and she will ask you to talk to her again when you are ready.
When you have control of your character again, make sure to turn off your auto save and make a manual save right before talking to her again. Double check that auto save is off, otherwise the game might auto save for you and you won't be able to reset the game for a new Bloodmoon Ursaluna.

This Drifblim build gives players a good estimate on Bloodmoon Ursaluna's Speed IVs based on who moves first in combat. Paired with using Strength Sap to determine Ursaluna's Attack IVs, this method is the best way to get a Bloodmoon Ursaluna with specific stats, namely one with very low Attack and Speed.

The lowest possible Attack stat for Bloodmoon Ursaluna to have is 103 Attack. To easily check for a 0 Attack IV Bloodmoon Ursaluna, you will need a Drifblim with more than 416 HP and the moves Substitute and Strength Sap. If you don't have more than 416 HP, then you won't be able to check if you heal for more than 103 HP.
Use Substitute at the start of the fight to reduce your HP by 25%. Next turn, use Strength Sap to heal back HP based on Bloodmoon Ursaluna's Attack stat. If you heal more than 103 HP then Bloodmoon Ursaluna does not have the lowest possible Attack stat. If you heal for exactly 103 HP, then it will have the lowest possible Attack stat and it will be good to catch.
When you catch a Bloodmoon Ursalua with 103 Attack and use the Judge Function to check its IVs, it may appear as 'Decent' instead of 'No Good'. Do not worry since even with 1 Attack IV, the total value will still be at 103 Attack.
The reason why you would want 0 Attack IVs is to reduce the damge taken from moves like Foul Play, or the damage dealt by hitting youself when confused.
Foul Play uses the target's Attack stat in the damage calculation, so we would want to minimize that damage by having the lowest possible Attack stat.
Being confused causes a Pokemon to hit itself with the attack counting as a Physical Attack. For the same reason as Foul Play, it would be best to have the lowest Attack possible in order to minimize the amount of damage taken from being confused.
The reason why you would want 0 Speed IVs is to make Bloodmoon Ursaluna faster under the effects of Trick Room.
Trick Room is a move that cause slower Pokemon to go first, while faster Pokemon go last. Bloodmoon Ursaluna would want to have as little speed as possible in order to become one of the fastest Pokemon under Trick Room.
Note that Bloodmoon Ursaluna has a base Speed of 52, while regular Ursaluna has a base speed of 50. If you do not have a 0 Speed IV, then regular Ursaluna will always outspeed you under Trick Room.

The chance of getting a 0 Attack and 0 Speed IV Bloodmoon Ursaluna (simultaneously) is 1 in 1280. This is around the same of sandwich boosted shiny odds, and despite being well worth the hunt for competitive players the chances of getting an Ursaluna with 0 IVs in both Attack and Speed are quite slim.
While getting the perfect 0 Attack and 0 Speed Ursaluna may seem impossible, rolling for one with a Decent rating in Speed and Attack looks to be more realistic.
In competitive play, 0 Attack and 1 Attack IV both lead to a final Attack stat of 103 for Bloodmoon Ursaluna, so they are functionally the same at Level 50.

The odds of getting both 0~1 atk and 0~1 spe ivs at the same time are so low due to the fact the 3 ivs will always be fixed perfect (which will be atk/spe approximately half of the time or more)
In competitive play, IVs play a vital role, and can be the determining factor between victory and defeat. 0 IVs in Attack, for example, are best for Ranked Singles, mainly due to the fact that moves like Foul Play are commonly seen here, and there is little value for a Pokemon like Bloodmoon Ursaluna to always go second.
In Ranked Doubles, it becomes an entirely different story, since the presence of Trick Room teams become more common. With Bloodmoon Ursaluna's low base Speed, having 0 IVs in Speed allows it to move first against most other Pokemon while under Trick Room.
IVs, or Individual Values, are a hidden value which is combined with a Pokemon's Base Stats and EVs to calculate their Stats which are visible to players and used in battle.
Unlike EVs, IVs are determined randomly for each Pokemon, and are generally uncontrollable by the player. IVs are valued at 0 to 31 for each stat, where 0 is the worst number and 31 is the best number. Pokemon with high IVs in a stat will have a higher than normal value in that stat.

In order to check a Pokemon's IVs, you will need to use the Judge Function. When you highlight a Pokemon in your boxes, press the + button until their IVs are displayed on screen.
If you do not have access to the Judge Function, then you will need to finish the base game first to unlock it.

Correct. 1/1024 are the odds to roll 2 random stats to 0. Since 3 stats are perfect and 3 are random, the odds of one of your desired stats being randomized is 1/2. Multiply that with the odds of you also getting the second one randomized which is 2/5 (5 because you can't randomize the same stat twice). This means you have to multiply that 1/1024 with 1/5, which is 1/5120. Now I don't know if this is worth it because if you just were to reroll for speed alone your odds are 1/64.
