Decidueye's resistance to Grass and immunity to Fighting-type moves make it a great counter for the 7-Star the opponent Raid.
Overgrow is the best Ability for this build so that Decidueye gets a 50% Attack or Special Attack boost when using a Grass-type move when it has 1/3 of its HP left.
Grass Tera Type is best for this build to give it a boost to its Giga Drain. A Modest Nature is necessary so that it can hit as hard as possible with its special moves.
Max out Decidueye's HP and Sp.Atk EVs while adding the remaining 4 EVs into Defense so that Decidueye can hit as hard as possible with Giga Drain.
For this build, giving it a Shell Bell allows it to recover health while dealing damage stacks with Giga Drain.

You can catch a Rowlet with a Grass Tera Type at the Savanna Biome.
In order to get Rowlet in the Terarium, you need to complete Terry's Boost biodiversity in the Savanna Biome request on the Support Board for 3000 BP.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.

How to Transfer Pokemon from Pokemon HOME
Decidueye could be caught from the special Decidueye Tera Raid Event. This Tera Raid is a 7-Star Battle against a Decidueye with a Flying Tera Type.
If it has a different nature, you can use an Adamant Mint or Modest Mint to change its Nature to Adamant and Modest respectively.
The easiest way to get these mints is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000 each.
How to Change a Pokemon's Nature
Decidueye caught in the special Tera Raid event comes with Long Reach. If you need to change it to Overgrow, you need to usue an Ability Patch to change it and is a rare drop from 6-Star Tera Raids.
Ability Patch Location and How to Get
If you have the money for it, you can just buy 26 Protein, 26 HP Up, and 1 Iron for the physical attacking builds. For the special attacking builds, you can buy 26 Calcium, 26 HP Up, and 1 Iron.
All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 each in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell to help it recover HP while dealing damage. This item can be bought from the Delibird Presents shop for ₽20,000.

Spirit Shackle is a move Dartrix learns upon evolving into Decidueye, while Nasty Plot, Leaf Blade, and Brave Bird are moves that it learns at Lv. 30, 44, and 58 respectively.
You can have it remember the move by going to the "Moves and Stats" menu and pressing A.
