The item chosen for Vikavolt for this build is a Sitrus Berry. This allows it to heal back some of its health after reaching half HP.

Bug Buzz is Vikavolt's strongest Bug-type STAB move.
Thunderbolt is its best Electric-type STAB move that has 100% accuracy.
Sticky Web gives Vikavolt's team a form of speed control by reducing the Speed stat of grounded Pokemon on the opponent's side by one stage.
Volt Switch allows for Vikavolt to switch out of bad matchups while also doing a decent amount of damage.

Steel is the best Tera Type for this build because of the amount of resistances that it gives Vikavolt. The only downside to a Steel Tera is that it is still weak to Fire-type attacks.
Best Steel Type Pokemon for Ranked Battle
A full 252 EVs are put into Vikavolt's HP and Sp. Atk stats in order to make it bulky and maximize its damage potential. The extra 4 EVs are placed into its Defense to help round out its bulk.
A Modest nature is preferred to increase Vikavolt's already monstrous Special Attack stat.

Vikavolt is normally used as a lead to get maximum value out of Sticky Web, but don't use it as a lead in bad matchups. If you lead it against Pokemon like Hearthflame or Cornerstone Ogerpon, it will just get OHKO'd and do nothing.
Use strong but slow teammates that can take advantage of Vikavolt's Sticky Web Speed drops.
