This is our tier list prediction for the best Pokemon for the new Regulation C competitive single and double battles in Pokemon Scarlet and Violet (SV). Read on to learn which Pokemon are set to shake up and dominate the metagame!

The addition of the Treasures of Ruin will see a power creeep in both the Singles and Doubles Battle format. Offensive threats like Chien-Pao and Chi-Yu often don't need to setup due to the debuff their Abilities inflict, which will make Regulation C a very fast-paced meta.
Conversely, Ting-Lu and Wo-Chien will lower the viability of slower setup sweepers, as well as previoulsy offensive staples that lack boosting moves or have mediocre stats as these Pokemon can't break their heightened defenses.
Best Treasures of Ruin Builds for Ranked Battle and Raids
Paradox Pokemon will remain ubiquitous in Regulation C as offensive staples like Flutter Mane, Iron Bundle, and Roaring Moon are among the few offensive threats that can counter the debuffs Ting-Lu and Wo-Chien inflicts thanks to their own Abilities.
As a result, teams in both Singles and Doubles will start to see Paradox Pokemon becoming more common in offensive and defensive cores due to power creep.

The Regulation C (Series 3) ruleset allows most Pokemon in the Paldea Pokedex, now allowing the four Treasures of Ruin sub-legendaries: Wo-Chien, Ting-Lu, Chien-Pao and Chi-Yu.
Pokemon which are not in the Paldea Dex such as Quagsire, Perrserker, and raid event Pokemon such as Charizard, Cinderace, Greninja, Decidueye, Samurott, and their pre-evolutions cannot be used for the duration of the Series. The newly introduced Paradox Pokemon, Walking Wake and Iron Leaves, also have yet to join.
The following are the criteria to be met when ranking Pokemon for Ranked Singles.

SS Tier Pokemon have great offensive stats and movepools, are easy to use, and can make any team they're part of stronger. These Pokemon are often setup sweepers that have an easy time setting up with their boosting moves. | |
As the weeks go by and the metagame develops, Pokemon can go back and forth between SS and S Tier. These Pokemon are still solid additions to your team and are essential to Ranked Battle. | |
Pokemon in A Tier are often the best of their type, but usually outclassed by Pokemon in the SS and S Tier. These Pokemon also often have great type matchups against SS and S Tier Pokemon. | |
B Tier Pokemon are often versatile and have effective builds, but there are generally better options in the higher tiers. | |
C Tier Pokemon are ones that offer good moves and stats but are often locked in specialized builds. These Pokemon have specific niches in the metagame and are outclassed by Pokemon in the higher tiers. | |
UR (Unranked) Pokemon are not currently legal for ranked battle however may be valid in certain online competitions. When made available these Pokemon will surely shake up the meta game. |
These Tiers are determine by how drastically a match is altered by a Pokemon being on the field. Whether it be Redirection, Support, a strong Offensive presence, a Pokemon's impactfulness determines its placement on our list.
The criteria for best Pokemon also takes into account team synergy or how well each Pokemon works in conjunction with its teammates.
The potential of Pokemon Terastallizing is also taken into account as this mechanic not only gives it an extra STAB of a different type, it can also remove its glaring weaknesses and give it new resistances.
The four Treasures of Ruin are now set to make their grand entrance in Ranked Battles, as they are now eligible to be used in Series 3!

Chi-Yu and Chien-Pao will find slots in hyper offensive teams, while Ting-Lu and Wo-Chien will find theirs in defensive team compositions. All four of the Treasures of Ruins have impactful Abilities, so expect to see them in most teams.

Both of Wo-Chien and Ting-Lu's Abilities can help Garganacl (and themselves) be unbreakable walls. Team compositions such as this will typically aim to outlast opponents using the Pokemon's bulk, Ting-Lu's Vessel of Ruin and Wo-Chien's Tablets of Ruin Ability, HP recovering items, and stall moves like Leech Seed and Salt Cure to score their wins.
Both Ting-Lu and Wo-Chien have access to Ruination, which can make stalling even easier.

Annihilape and Tera Ghost Maushold make for an unstoppable duo. Maushold can protect itself from Fake Out with Tera Ghost, while raising the power of Annihilape's Rage Fist with Beat Up.
Maushold can then protect Annihilape with Follow Me and give it some added bulk with its Friend Guard Ability.
Maushold with Follow Me and Safety Goggles can also improve a team's matchup against Lillikoal (Lilligant Torkoal) because Maushold can redirect After You away from Torkoal, and Sleep Powder away from Annihilape.
