The best ability for Qwilfish in Tera Raid Battles is Intimidate. This allows Qwilfish to reduce the Raid Pokemon's attack from the start of the battle.
We also recommend getting a Qwilfish with a Poison Tera Type to add a bit more damage to Acid Spray. As a Physical Tank, a Bold nature would be best.
Tera Raid EV spreads should lean towards physical bulk. Max out your HP and Def EVs, while adding the remaining EVs into Sp. Def. The Leftovers help Qwilfish restore HP in between turns, allowing it to use more status moves.

Start the battle by using Haze to remove the opponent's status buffs. You can then use Acupressure to give your team's main attacker additional stat boosts. Acid Spray and Chilling Water both serve as your damage and debuff moves, allowing you to deal damage while lowering the Raid Pokemon's stats for your team.

You can catch a Qwilfish with a Poison Tera Type at East Paldean Sea.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Bold Mint to change its nature to Bold.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If your Qwilfish's ability is different from our recommendation, you can use an Ability Patch to change it.
You can obtain the Ability Patch as a reward for completing the Academy Ace Tournament. The Academy Ace Tournament is unlocked after completing the game and defeating all 8 Gym Leaders in a rematch.
Afterward, you can obtain this item as a random drop after completing 6-Star Tera Raid Battles, which are found in Black Crystal Tera Raids. These should be unlocked once you're done with the Academy Ace Tournament and completed 8 to 10 four or five-star Tera Raids. Jacq will give you a call to confirm this.
Ability Patch Location and How to Get
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Iron (for Def), and a Zinc (for Sp,Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it Black Sludge to help Qwilfish restore HP every turn. Black Sludge can be bought at the Delibird Presents shop for ₽10,000. This item is available once you obtain 4 Gym Badges.
Acupressure is a move that Qwilfish can learn at Level 52. You can have it remember the move by going to the "Moves and Stats" menu and pressing A.
