Lucario can be found on the edge of North Province (Area One) and is mostly found surrounded by a group of Riolu. Note that Lucario is also a Steel-type Pokemon, meaning that you may encounter Steel Tera Type Lucario instead of Fighting. Be sure to check the Tera Type of the Lucario you manage to catch to ensure whether it's a Fighting Tera Type or not.

Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
