While they are not considered to be uniforms, the Festival Jinbeis from the Teal Mask DLC are categorized alongside the standard school uniforms. You can get Festival Jinbei Green during the Teal Mask story, while the can only be obtained after the story.

Your access to the uniforms depends on whether you're playing Pokemon Scarlet or Pokemon Violet. If you're playing Pokemon Scarlet, you get the Naranja Academy uniforms, and if you're playing Pokemon Violet, you get the Uva Academy uniforms.

There are four new uniforms available if you preorder the Pokemon Scarlet and Violet DLC. Like the base game uniforms, you get the Naranja Academy uniforms if you're playing Pokemon Scarlet, and you get the Uva Academy uniforms if you're playing Pokemon Violet.
Can You Get More Uniforms?
Right now the only way to get new uniforms is to purchase the Pokemon Scarlet and Violet DLCs. If you only have the base game, there are no other ways to get new uniforms.

I think the uniforms could have worked with just a few adjustments (at least for the Violet version anyway.) Suggestion 1: change the "Autumn Uniform" to have the pants from the "Winter" and "Spring" outfits, and the "Summer Uniform" shirt as well (keep the vest.) It makes little sense the way it is now. Suggestion 2: Still give the "Autumn Uniform" long pants (keep the shirt and vest,) and have the "Spring Uniform" reuse the short sleeves from the "Summer" outfit (keep the rest.)
