The best ability for Rayquaza in Tera Raid Battles is Air Lock. While it's Rayquaza's only ability, this ability can be used defensively against Tera Pokemon that like to use Weather and move combinations like Thunder in Rain or Blizzard in Snow.

Tera Raid EV spreads should lean towards a bulky offense to help with survivability and dealing as much damage as possible. Max out your HP and Attack EVs, while adding the remaining EVs into Defense. You can also let it hold a Shell Bell to regain lost health upon attacking.

Start by maxing out your attack with Swords Dance. Rayquaza has access to both Aerial Ace and Dragon Ascent, use these moves to quickly defeat the opponent with powerful Flying-type Moves.

It is recommended to use Dragon Ascent after terastallizing since it lowers Rayquaza's defense stats.

If you have the money for it, you can just buy 26 Protein (for Atk), 26 HP Up (for HP) , and 1 Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽510,000 in total.

Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.
