You can evolve Dipplin into Hydrapple if you raise its level while knowing the move Dragon Cheer.

You can teach Dipplin Dragon Cheer with its TM, which you can get after defeating Elite Four Drayton in The Indigo Disk DLC.

The only way to get Hydrapple in The Indigo Disk is by evolving Dipplin, since Hydrapple does not appear in the wild, nor does it become a raid boss in tera raids.
