New NPCs that may prove useful in your journey in Kitakami can be found in Pokemon Scarlet and Violet (SV)'s new DLC: the Teal Mask! Read on to learn which characters you should keep your eye out for, why they're important, and where to find them!

Just East of Mossui Town, you will see your Homeroom Teacher, Mr. Jacq. He will give you rewards for completing your Pokedex. When you first talk to him, he will also give you a special Egg that will hatch into a random Sinnoh Starter!

Right outside Mossui Town's Community Center, you can find a tent that replaces the usual Pokemon Center. You can heal your Pokemon here and create TMs here. The Pokemon Center lady will also give you special poses for your selfies.

Right beside the Community Center, Peachy's is the stand-in for the usual store. Here, you can buy and sell items like Pokeballs and healing items. You can even buy clothes like socks and gloves!

Walking around Mossui Town, you will see a character that looks familiar if you've played Legends Arceus! Perrin is a travelling Photographer that will unlock the ability for you to catch Ursaluna's Bloodmoon Form.

Talk to the lady at the reception desk in order to change the settings for the borders of your Menus to match your current location!

Just outside the entrance to Loyalty Plaza, there is an NPC that will upgrade your Rotom Phone to match its App UI with your chosen Phone Case!

At the far southeastern corner of the map, you will see a stall where you can leave money in exchange for Syrupy Apples. While not being technically a character, this stall works just like any other manned store in the game.

South of Kitakami Hall, you will see a Picnic Spot. Talk to the man wearing glasses and he will make chairs to match every tablecloth you own!

After you finish the main story, if you go to Kitakami Hall, you will see the Caretaker who is hosting a fundraiser. For a total of 1,000,000 PokeDollars, you will receive rewards once fully funded!

After you finish the main story, if you go back to Kitakami Hall, you will see a Mask Salesman. He will sell masks, phone cases, and glasses.

After the main story, you can go to the house of Kieran and Carmine's grandparents. Talk to their grandma to obtain Jinbeis to match the colors of the ones that Kieran and Carmine wore during the festival!
