Grassy Surge is Rillaboom's best Ability to set Grassy Terrain to protect teammates from moves like Earthquake and to give passive recovery to every Pokemon on the field. Grassy Terrain is also necessary for Grassy Glide to have a +1 priority.
Rillaboom can use either a Choice Band or an Assault Vest for this build. Choice Band is the offensive option since it increases Rillaboom's damage output, while Assault Vest is the defensive option since it allows Rillaboom to tank hits from opposing Special Attackers.

Grassy Glide is Rillaboom's best Grass-type STAB attack since it has a +1 priority while Grassy Terrain is active.
Knock Off is a strong offensive utility option that allows Rillaboom to remove the opponent's held item.
Tera Blast is Rillaboom's preferred coverage move because, once Terastallized to Rock, it will check all of Rillaboom's counters except for Poison.
U-Turn is used to pivot Rillaboom out of bad matchups.

Rock is the best Tera Type for this build because it turns Rillaboom's common Flying and Fire weaknesses into resists. It also makes Tera Blast a fantastic coverage move once Rillaboom Terastallizes.
A full 252 EVs are put into its Attack and Speed to make Rillaboom hit as hard and fast as possible. The extra 4 EVs are placed into Sp. Def to help round out its bulk, especially if it's holding an Assault Vest.
An Adamant nature is preferred to maximize Rillaboom's damage output.

Life Orb is chosen for this build, as it can ensure that it can get decisive KOs on Flutter Mane and Rapid-Strike Urshifu.

Grassy Glide is Rillaboom's most notorious move. It gets a damage nerf this generation but is still useful for antagonizing Grass-weak Pokemon because it retains its Priority in Grassy Terrain. This move single-handedly makes Rillaboom a legitimate check to Iron Bundle, who would threaten it with Freeze-Dry in previous Regulation Formats.
Knock Off can disrupt an opponent and remove valuable items, limiting the effectiveness of opposing Pokemon.
Fake Out is an important move for this set, that forces an opponent to play defensively or lose a turn to flinch.
High Horsepower is a strong Ground-type attack that is useful for damaging Fire-type Pokemon who may want to take on Rillaboom 1-on-1. This move can 2-Hit KO even the bulky Incineroar, making it so Rillaboom isn't solely checked by it.

Fire is the best Tera Type for this build as it can give Rillaboom resistances to Ice, Bug, and Fire, and more importantly, an immunity to Will-O-Wisp. This also allows Rillaboom to take neutral damage from Poison and Flying-type attacks.
An alternate Grass Tera would be a strong offensive Tera that can help Rillaboom score consistent KOs on the likes of Flutter Mane, however Grass Tera Rillaboom would necessitate an Adamant Nature for maximum consistency.
Best Fire Type Pokemon for Ranked Battle
Rillaboom is given 140 HP, 4 Defense, and 84 Special Defense EVs to give it sizeable bulk, while a full 252 is put into Attack to maximize its damage potential.
28 Speed EVs are invested so that Rillaboom can outspeed Urshifu Rapid-Strike Style under Tailwind conditions, as well as non-Booster Energy Iron Bundle.

Fake Out is Rillaboom's most important move and is largely why it is still strong despite not having access to Grassy Glide. Use this to get better positioning in a match!
Rillaboom with Grassy Glide can effectively work as a check to Flutter Mane and Urshifu, out-prioritizing both, and KOing them if they have not invested heavily in physical bulk.
Rillaboom can comfortably fill a slot in your team if you need a Grass-type. It is a solid addition to any Fire-Water-Grass core and fulfils a supportive or offensive role.

Rillaboom is a great lead to set up an early Grassy Terrain and threaten quick knockouts with Grassy Glide. It can also cripple opposing leads with moves like Knock Off and Taunt. If Rillaboom is lead versus a bad matchup, then it can also switch out with U-Turn.
Hearthflame Ogerpon is used as a mind game tool to trick your opponents into thinking that it also has Grassy Glide. If they think that they will get knocked out by Ogerpon's Grassy Glide, they will defensively Terastallize and you can hit them with an Ivy Cudgel instead.
Iron Bundle has good matchups into Pokemon that the rest of the team cannot deal with. Between STAB Hydro Pump and Freeze-Dry, it is difficult for most Pokemon to wall Iron Bundle even with a defensive Tera.

Venusaur can be an effective partner to Groudon in Regulation G, as it has in the past, offering disruptive support with Sleep Powder, as well as being able to threaten Water-types that Groudon may have trouble with.
Rillaboom can protect Groudon from Water-types as well with its Priority Grassy Glide.
Incineroar can offer consistent support in a team with Sun, as it can Intimidate and pivot out with U-Turn or Parting Shot, as well as enjoy Sun-boosted Flare Blitz.
While modestly bulky, Rillabooms usually do not carry Protect and will be susceptible to getting double-targeted. Have it waste Fake Out with a well-timed Tera or Protect, and take it out of the game as soon as possible!
