Best Ghost Type Pokemon
A full 252 EVs are put in Whimsicott's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are placed in its HP to help round out its bulk.
A Modest nature is preferred to help maximize Whimsicott's offensive output. This is chosen over Timid because there aren't many Pokemon that can outspeed Prankster Whimsicott.

Best Ghost Type Pokemon
Despite it being a support Pokemon, 252 Special Attack EVs are necessary for dealing meaningful damage to relevant Dragon-types like Walking Wake, Raging Bolt, and Roaring Moon. Alternatively, if Whimsicott is not running Special Attacking moves like Moonblast, 252 EVs can be put into HP.
252 Speed EVs are necessary to always outspeed opposing Tornadus-I. It is also important to never be slower than other Whimsicott, who you must always speed tie.
The extra 4 EVs are placed in its HP to help round out its bulk.
A Timid nature is preferred to help maximize Whimsicott's speed, which works in conjunction with its full 252 Speed investment and Prankster Ability.

Whimsicott has a lot of strong offensive and supportive moves that it could use. Try to select the best move each turn especially if you could use an offensive move to get a knockout or if you expect an Encore from the opponent.
Bring teammates that can benefit from Tailwind's Speed boost or Pokemon that get a free switch in into an opponent crippled by Memento.

Whimsicott can setup Tailwind for its teammates to help them outspeed fast Pokemon like Hearthflame Ogerpon or Flutter Mane.
Urshifu Rapid Strike and Gholdengo are relatively slower Pokemon that can benefit from Tailwind's Speed boost. They also appreciate being switched into Pokemon that have their offensive stats dropped by Memento to allow them to get a safe Swords Dance or Nasty Plot off.
