The best ability for Toxapex is Merciless, which allows it to deal critical hits to an enemy that's been poisoned. Using Iron Defense, then spamming Acid Spray and Chilling Water while using Recover to occasionally heal gives you a Toxapex that is a good support Pokemon for raids.
We recommend getting a Toxapex with the Poison Tera type so its Acid Spray move becomes more effective against enemies. As a Special Attacker, a Bold nature would be best for Toxapex.
The Raid EV Spread leans toward a Tanky Support. This would see Toxapex having its HP and Defense EVs maxed out, while the remaining EVs go to Special Attack. Having Toxapex hold a Black Sludge would help it recover HP even if it's not using Recover.

Start the raid by using Iron Defense to raise Toxapex's defense by two stages. Then, use Chilling Water or Acid Spray depending on whether your allies are mostly Physical or Special Attackers.
Then terastallize once your Tera Orb is charged and keep attacking with Acid Spray. If you need to heal, use Recover.

You can catch a Terastal Toxapex along the coast southeast of Levincia City.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Bold Mint to change its nature to Bold.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
If its ability is different from our recommendation, you can use an Ability Capsule to change it.
This item can be bought at Chansey Supply shops for ₽100,000.
Ability Capsule Location and How to Get
If you have the money for it, you can just buy 26 HP Up, 26 Iron, and a Calcium. All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give Toxapex a Black Sludge. Black Sludge can be bought at the Delibird Presents shop for ₽10,000. This item will be available once you get 4 Gym Badge/s.
Toxapex learns Recover and Acid Spray at Levels 20 and 42 respectively. You can have it remember the moves by going to the "Moves and Stats" menu and pressing A.
