The best Ability for Walking Wake is Protosynthesis, which increases its highest stat by 30% under harsh sunlight and is important to further boosting the power of its moves.
Walking Wake has a Water Tera Type when caught during the special Tera Raid event and is the best choice to further boost the power of Hydro Steam while also removing its weakness to Dragon and Fairy-type moves.
As a special attacker, a Modest Nature is best to ensure that its special attack hit as hard as possible. This also ensures that Walking Wake will get a 30% boost to its Special Attack when Protosynthesis activates.
Tera Raid EV spreads should lean towards bulky offense. Max out your HP and Special Attack to give it as much bulk and special offense as possible while adding the remaining EVs into Special Defense.
Giving Walking Wake Shell Bell ensures that it recovers health while dealing damage.

Start the match by using Sunny Day to activate Walking Wake's Protosynthesis Ability and to boost Hydro Steam into a 120 Base Power Water-type move.
Once sun is up, use Hydro Steam to deal damage to the Tera Raid boss and build Tera Orb charge. You may also use Noble Roar to provide utility to the team by lowering the boss' Attack and Special Attack by one stage.
When you have enough Tera Orb charge, terastallize into a Water-type Pokemon and deal boosted damage with Hydro Steam to damage the boss' shield and finish the battle!

This Water Tera Special Attacker Raid Build is an effective counter to Fire, Ground and Rock Type Tera Raid Bosses. If the Tera Raid Boss is usually a Dragon or Fairy Type outside of Terastallization, perhaps consider a different build, as Walking Wake will be weak to both types before terastallizing.
