This is build is designed to counter Ground Tera Pokemon Tera Raids. Levitate is Wash Rotom's only Ability and gives it immunity to Ground-type attacks. Shell Bell allows Rotom to heal damage each time it attacks the opponent.
We also recommend getting a Wash Rotom with a Water Tera Type to give it a boost to Hydro Pump when it Terastallizes. Since it's a Special Attacker, a Modest Nature is best so that it hits as hard as possible.
Tera Raid EV spreads should lean towards HP and Special Attack to give it as much bulk and offense as possible. Max out your HP and Sp.Atk, while adding the remaining EVs into Defense to round off its bulk. Giving it a Shell Bell ensures that it recovers HP when it attacks.

Wash Rotom matches up favorably against Tera Ground Pokemon in Tera Raids, as it is immune to Ground-type attacks thanks to its Levitate Ability and is bulky enough to take most neutral hits. Its typing is also good for offense, as Hydro Pump can hit Tera Ground Pokemon for super-effective damage.

This Wash Rotom Tera Raid Build is an effective counter to Ground, Rock, Flying, and Water Type Tera Raid Bosses. If the Tera Raid Boss is usually a Grass or Steel Type outside of Terastallization, perhaps consider a different build, as Wash Rotom will be weak to these Types as a Fairy Type attacker.

Rotom has a low spawn rate, though it is recommended to hunt for one near the lighthouse next to Porto Marinada, which is right next to the Pokestop.
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
If it has a different nature, you can use a Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.
How to Change a Pokemon's Nature
Wild Rotoms will always have either Electric or Ghost Tera type. To change it, you'll need to collect 50 Fairy Tera Shards and change its Tera typing in the Treasure Eatery at Medali Town.
Keep in mind that you'll need to defeat Gym Leader Larry to change Tera types at the Treasure Eatery.
If you have the money for it, you can just buy 26 HP Up, 26 Calcium, and1 Iron. All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.

Next, level it up to 100 to maximize its stats. The easiest way to do this is by farming Exp candies from Tera Raid Battles.

Lastly, give it a Shell Bell to give it a recovery option as it deals out heavy hits. This item can be bought from the Delibird Presents shop for ₽20,000.
Hydro Pump is a move that Rotom automatically learns once it changes form to Wash Rotom through the use of the Rotom Catalog.
Once you have the item, pick the Washing Machine and Rotom will instantly turn into its Wash Form and learn Hydro Pump.
