The best ability for Empoleon in Tera Raid Battles is Competitive. This ability allows Empoleon to raise its Sp.Atk when hit with a debuffing move.
This build is only good to use against Pokemon that like to lower stats, and acts as a bulky special attacker that can quickly Terastallize since Empoleon itself cannot access any moves that can buff its own Sp. Atk.
We recommend getting an Empoleon with a Steel Tera Type since it will improve the power of it Steel-type Flash Cannon attack. As an Attacker with a focus on Special Moves, a Modest nature would be best.
Best Tera Types: Best Pokemon to Terastallize
Max out Empoleon's HP and Sp.Atk EVs while adding the remaining 4 EVs into Defense so that Empoleon can hit as hard as possible with Flash Cannon.
For this build, giving it a Shell Bell allows it to recover health while dealing damage.

A more simple build where you rely on the Raid Boss to buff your Sp. Atk by lowering your other stats thanks to Competitive. This will allow you to focus on Terastallizing early and start hitting with Flash Cannon after getting your Metal Sound debuffs. Keep in mind that you are relying on the Raid Boss for your buffs and your damage will fall off if it stops debuffing.
Flash Cannon is your most reliable option, but you can run Steel Beam instead of Mud-Slap if you're sure you can get +6 Sp. Atk.

Tera Raid EV spreads should lean towards a bulky offense to help with survivability and with dealing as much damage as possible. Max out your HP and Special Attack EVs, while adding the remaining EVs into Special Defense.

Start Tera Raid battles by setting up Rain with Rain Dance. This will help out the party by lowering the power of Fire type moves while also raising the damage dealt by Water type moves.
After your initial setup, use Surf to deal massive damage an build your Tera Orb charge, or you can also use Weather Ball for more damage.

You can catch a Piplup with a Water Tera Type at the Polar Biome.
In order to get Piplup in the Terarium, you need to complete Terry's Boost biodiversity in the Polar Biome request on the Support Board for 3000 BP
Make sure to bring a Pokemon that has False Swipe and can inflict a status effect to make it easier to catch.
You have a chance to get a Piplup by hatching the egg that Jacq gives you in the Teal Mask DLC. However, this egg can hatch into any of the three Sinnoh starter Pokemon, not just Piplup.
If you do get Piplup, you can evolve this to get Prinplup and then Empoleon.

If you don't get Piplup from this egg, or if you don't have the DLC, you can get Empoleon by transferring it from a previous Pokemon game. Of the Pokemon games on the Nintendo Switch, Empoleon can be found in Pokemon BDSP and Pokemon Legends Arceus.
All Pokemon HOME Transferable Pokemon
If the Empoleon build you are following requires it to have a different Tera type, you will need to have 50 Tera Shards of the type you need, and bring it to Medali to have your Pokemon's Tera Type changed.
If it has a different nature, you can use Modest Mint to change its nature to Modest.
The easiest way to get this is by buying it from the Chansey Supply shop at Mesagoza for ₽20,000.

EV train Empoleon according to the build's EV spread using Vitamins or the traditional way with Power Items and battling Pokemon with the right EV yield.
If you have the money for it, you can just buy 26 HP Up (for HP), 26 Calcium (for Sp. Atk), and an Iron (for Def). All of these items can be bought at a Chansey Supply shop and it will cost you ₽530,000 in total.
Alternatively, you can use Power Items that you can buy at a Delibird Presents shop for ₽10,000 each. Have your Pokemon hold the respective Power Item while defeating the Pokemon listed below.

After EV training it, head to Montenevera and talk to the man with an Abomasnow near the Pokemon Center. He will hyper train your Pokemon using Bottle Caps.
A Bottle Cap can be bought at the Delibird Presents shops for ₽20,000 after getting 6 Gym Badges. 1 Bottle Cap is needed for each stat that will be maxed out.
