A full 252 EVs are placed in Blastoise' Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are put into its Def to help round out its bulk.

A Modest nature is preferred to maximize Blastoise's damage output. A Timid nature isn't fast enough to outspeed a Speed Booster Flutter Mane, but Modest still leaves it fast enough to outspeed fast Choice Scarf Pokemon like Landorus Therian.
