Politoed's best Ability is Drizzle, which allows it to set up Rain for teammates with Swift Swim, or protect its Fire-weak teammates by reducing damage from Fire-type Attacks.
Damp Rock makes the Rain last longer whenever Politoed sets it up with Drizzle.

Weather Ball is Politoed's best Water-type STAB move when it is Raining. When there is no weather in play, then it becomes a Normal-type attack, and its damage is halved.
Ice Beam allows Politoed to counter any Grass-types that may threaten it.
Encore prevents hazard setters and setup Pokemon from doing what they want by locking them into the last move they used.
Haze removes any annoying stat buffs on the opposing Pokemon.

Grass is the best Tera Type for this build as it can remove Politoed's weaknesses to Grass and Electric. This Tera Type works great with its Ability, Drizzle, which allows it to take reduced damage from Fire-type Attacks.
Grass Tera also makes Politoed immune to powder-type moves like Spore from Amoonguss and Sinistcha.
Best Grass Type Pokemon for Ranked Battle
A full 252 is put into Politoed's HP EVs, ensuring that it has as much HP as possible. 140 Defense EVs and 28 Sp. Def EVs allow both stats to become equal at an effective 124 each.
The rest of the EVs are split with 84 EVs going to Sp. Atk to increase Politoed's damage and 4 EVs to Speed since it is the only other stat that will benefit from an extra 4 EVs.

Chilling Water is an efficient way of reducing an opponent's damage output, with Scald being unavailable to Politoed.
Perish Song works as a win condition late-game, knocking out all Pokemon who hear Politoed's song. This Move has natural synergy with Protect, Politoed's natural bulk, low Speed, and Protect.
It is worth noting that Pokemon who faint through Perish Song will get KOd in order of Speed, which means that the fastest Pokemon faints first, and the slowest Pokemon faints last.
Helping Hand allows Politoed to improve its partner's damage output.
And lastly, Protect can help keep Politoed healthy by protecting it from turns where it is in danger of getting double-targeted.

Combine Politoed with strong Swift Swim users and Pokemon weak to Fire-type attacks to take maximum advantage of the Rain.
Perish Song is best used during the tail end of a match, where an opponent has run out of meaningful ways to deal damage to your remaining Pokemon. Ideally, your remaining Pokemon (Politoed included), should be slower than your opponent's Pokemon. This way, Perish Song will make your slowest Pokemon faint last.
Careful decision making and defensive positioning can score you victories with Politoed's Perish Song.
Politoed's Drizzle lends itself to Rain Teams. It is bulkier than Pelipper, the only other Rain Setter in the format, and does not have Pelipper's x4 weakness to Electric moves. Politoed, with its mere two weaknesses (Grass and Electric), is a far superior Rain Setter for any Rain Team.

Politoed is the perfect lead for Pokemon that heavily benefit from the Rain. The rain can help Swift Swim users like Basculegion offensively pressure Pokemon that would normally outspeed it. It can also help reduce the damage from Fire-type attacks that would normally be super effective against Pokemon like Ogerpon.

Grimmmsnarl can offer Speed Control with Scary Face or Thunder Wave, and it can also set up Dual Screens to improve its team's defense. Gholdengo benefits off of this, letting it stay on the field and repeatedly use Make it Rain.
Politoed with Perish Song can work as a win condition in the endgame, causing all the remaining Pokemon on the field to faint. Amoonguss can protect Politoed with redirection and sleep, while its abysmally low Speed stat allows it to faint last from Perish Song.
Politoed, though impressively bulky, will be unable to take multiple hits. Overwhelm it with super-effective damage.
