Kyogre's only ability is Drizzle, which automatically sets up Rain to boost the damage of Kyogre's Water-type STAB moves and to ensure that Thunder cannot miss.
The item chosen for this build is a Choice Scarf. This will help Kyogre outspeed as many Pokemon as possible and get quick knockouts.

A full 252 EVs are placed in Kyogre's Sp. Atk and Speed to make it hit as hard and fast as possible. The extra 4 EVs are placed in its Defense to help round out its bulk.
A Timid nature is preferred to help Kyogre outspeed as many Pokemon as possible.

Kyogre's only ability is Drizzle, which automatically sets up Rain to boost the damage of Kyogre's Water-type STAB moves and to ensure that Thunder cannot miss.
For this build, Kyogre can use either Choice Specs or an Assault Vest. Choice Specs is the more offensive option that will boost Kyogre's damage output, while an Assault Vest is the more defensive option since it will boost Kyogre's already amazing Sp. Def stat.

Origin Pulse is its best Water-type STAB move since this build doesn't have any Speed investment, meaning that Kyogre will get hit and Water Spout's damage will be reduced.
The combination of Ice Beam and Thunder creates a strong combination of moves with only a few Pokemon like Magnezone and Rotom Heat being able to resist it.
Tera Blast becomes a Steel-type move with solid offensive coverage once Kyogre Terastallizes.

Steel is the best Tera Type for this build because it is the best defensive type in the game. Kyogre also counters normally two of its main weaknesses in Fire and Ground.
Best Steel (Tera) Type Pokemon for Ranked Battle
A full 252 EVs are placed in Kyogre's HP and Sp. Atk to make it as bulky as possible while still being able to hit hard. The extra 4 EVs are put into its Sp. Def to help round out its bulk.
A Modest nature is preferred to help maximize Kyogre's damage output.
Water Spout | A very strong Water-type attack, but only useful against Pokemon guaranteed to be slower than Kyogre since its damage scales with how high Kyogre's HP is. |

Origin Pulse is its backup Water-type STAB move in the case that Kyogre is no longer at full HP. Do note that this move has a chance of missing because of its 85% Accuracy.
The coverage option chosen for this build is Ice Beam, as it allows Kyogre to have a consistent move that it can use against opposing Kyogre or other Water-types.
The final move slot for Kyogre is Protect, as Kyogre may be a hot target when it is on the field, and is always in danger of getting double-targeted.

Thunder | An immensely powerful Electric-type option that may prove useful for knocking out opposing Electric-weak Pokemon such as Tornadus-I and Urshifu Rapid-Strike. |

Kyogre is best used while it is Raining in battle due to the boost it gives to Water-type moves and Thunder never missing. Make sure that Kyogre has the rain up and don't let the opponent change the weather with moves like Sunny Day or abilities like Drought.
Kyogre appreciates allies that can knock out Pokemon that outspeed it so that it can guarantee maximum damage from Water Spout.

Flutter Mane and Dragapult are some of the fastest Pokemon in the current metagame. Use Flutter Mane's powerful Moonblast and Shadow Ball coverage in combination with Dragapult's Choice Band boosted Dragon Darts to knock out your opponent's fast Pokemon and allow Kyogre to come in for a clean sweep.

In Regulation G, Tornadus-I can set Tailwind and position Kyogre to sweep. It can also manually set up Rain with Rain Dance in case an opponent would attempt to switch in their own counter Weather.
Tsareena can protect Kyogre from Fake Out and Rillaboom's Priority Grassy Glide with its [Queenly Majesty(/games/Pokemon-Scarlet-Violet/archives/389472) Ability. Kyogre's Rain can also protect Tsareena from super-effective Fire-type Attacks.
Incineroar can still offer consistent support even in a team with Rain, as it can Intimidate and pivot out with U-Turn or Parting Shot.
